Below are listed some guidelines for economies to re-open during the COVID-19 pandemic, and spefically tailored to US dollars, which could be easily converted into other deominations.

Pandemic Loan Program

Loans of up to $1 million, to cover payroll and other items listed in the Economic Injury Disaster Loan program, for up to 3 months. Any requests which include coverage for individuals earning more than $150,000yr will either be rejected, or retroactively withdrawn if this type of fraud is discovered in the future. An example as follows. A small business with 11 employees, including the ceo/president. If 10 out of 11 employees all make $70,000yr each, and the ceo/president being the 11th employee of the corporation, makes $300,000yr. Then this small business would only be eligible for the ($70k yr * 10 employees = $7m per yr / 12month = $583,333mo * 3 months = $1.75m loan) if they included the ceo pay in that request, while it may be accepted, because that is far below $10m, could be retroactively rejected under future investigation, at which time the small business would be liable for the full amount of the loan. Initial judgments will be based on 2018 tax returns to minimize fraudulent claims, all rejections are allowed a single appeal, to demonstrate payroll changes to justify higher loan amounts.

There will be several rounds of loans, to ensure that resources are allocated properly for maximum support of small businesses.

Each block of loans will be $350B. After each block is allocated, there will be at most 1 week to asses the effects prior to releasing the next.

1st round, only available to businesses with less than $1million USD in annual revenue as determined by 2018 tax data, Medical Providers, such as hospitals and clinics, EMS organizations , Educational organizations, For businesses started after 2018, they will need to apply in the 3nd round.

2nd round will be available to businesses with less than $10million USD in annual revenue based on 2018 tax returns.

3rd round will be available to businesses with annual revenue up to $100 million, as well as businesses started between April 2018 and March 2020.
4th round of loans will be available for businesses started after march 2020 if there is a large amount of unemployment at that time.

Grants for Rents for Real-estate may be requested by the landlord on behalf of the tenant ( and filing for vacant properties would be considered fraud) , to allow reimbursement in bulk as apposed to by tenants individually. which also vastly reduces paperwork. Reimbursements only acceptable on leases which were signed prior to March 1st, 2020, and must be accompanied with the tax id of the tenant.

Loan repayment may be deferred until the next tax cycle, or forgiven for amounts used specifically for hiring or retaining employees, and medical insurance.

Loans made via Credit Unions will be underwritten by the federal government directly, regardless of repayment terms, thus removing risks that would hamper credit unions from giving out loans, any loans that are retroactivly cancled will not be taken from the bank balance sheet, but directly to the loan customer. This will allow credit unions to expand their balance sheet without having to do complex risk analysis, which will greatly speed up the application process.


This is important and current testing protocols as demonstrated by South Korea and Taiwan should be held up as good examples.

Sanitation Protocols:

For retail and other locations with pedestrian traffic, will require a functioning HVAC system. At noon and also after closing, internal temperature of the building should be set to 45C / 113F (Higher temperatures should be used if possible, up to 60C/140F which is the operating temperature limit for many electronics ) for 1hr, this should cause enough desiccation of surfaces to destroy any water droplets that may be carrying viral loads.

For workers themselves, any worker who, in the course of their job, encounter more than 50 people per day, wearing masks in mandatory, masks must have a minimum rating of N95, however we are recommending half-mask respirators, which are reusable, as the bare minimum.

The key point is building a small box out of foam board panels and aluminum tape, attaching a high temperature blow dryer or other heating element, to bake the masks for at least 30min, not by spraying alcohol on the masks and then wearing them (and huffing alcohol).

For businesses with 100+ employees

The business itself is liable for fines where employees are not wearing proper PPE (Personal Protective Gear) Businesses should not open unless they are able to provide PPE for at least all of the employees working a given shift.

For Industry:

Same guidelines as above still apply, however sanitation via a combination of heating to dry surfaces, and 400w of UV lights parallel to all external entrances which are used by all visitors to the facility, including employees. To reduce transport of viral loads from foot traffic. Loading docs are excepted from this, but the doors leading to and from loading docks, are not excepted from this.

A private-public partnership should be created, for which organizations participating in the loan program, would be eligible to offer their retail or food service products for delivery without hiring additional personnel. This would be additional pay, on top of what a ride sharing services like Lyft offer their drivers, for these deliveries. Orders would be placed by customers with the retail or food service organization, then after the product is prepared and ready for delivery, the organization would request a trip via their specially created account which allows them to be on multiple travel destinations simultaneously, and the driver picks up and drops off the package. The short verwsion would bascially be the govt paying the delivery fees for small businesses.
